Victorian Premeir Dan Andrews has issued an update amid the state's ongoing flood emergency.

A regional city in Victoria is bracing for record-breaking floods with water rising quicker than expected and trapping thousands in their homes.

Residents in Shepparton, in northern Victoria, were advised it was 'too late to leave' on Sunday after authorities predicted the Goulburn River would peak at 12.2m at 4am on Monday - a full 24 hours earlier than their previous prediction of Tuesday morning.

The SES estimates more than 7,300 homes in the regional city will be inundated.

If the flood peak rises just 10cm more, to 12.3m, the SES estimates another 600 homes will be impacted by major flooding.

Thousands of homes in Shepparton and the neighbouring towns of Mooroopna and Kialla have already been inundated with reports suggesting about 8,000 are flooded as swollen rivers burst their banks, swept away highways and cut power off overnight.

SES deputy incident controller Ray Jasper said the flood would beat the record set in 1974, describing the situation as 'complex'.
